The State government has come up with an elaborate rehabilitation and resettlement package for families who will be displaced by the Parandur airport project.
Apart from compensating for the structural value of the house with 100% solatium and for those receiving compensation under private negotiation, 25% incentive, each family will be given a provision for house site.
Families with up to five cents will get five cents, those having 5 to 7 cents will receive seven cents, and for those with more than seven cents will get 10 cents.
The government will build 400-sq.ft. houses on these sites, and those who prefer to get the equivalent cost of this provision will receive ₹8 lakh in lieu of the constructed house.
The government will offer employment for at least one person in each family, or provide a one-time payment of ₹7.5 lakh, or give an annuity package of ₹3,000 per month for 20 years with appropriate indexation to the consumer price index for agricultural workers.
There will also be a one-time resettlement allowance of ₹70,000 for each affected family. To shift the family, building materials, their belongings and cattle, each family will be given one-time financial assistance of ₹70,000. Each family will be given a monthly subsistence allowance, equivalent to ₹3,000 a month, for one year from the date of award.
Apart from the compensation for cattle sheds or petty shops, each family will receive one-time financial assistance of ₹1 lakh for the construction of new ones.
Compensation for the structural value of commercial, industrial or institutional structure aside, each family of artisan, small trader or self-employed person or those having non-agricultural land or commercial, industrial or institutional structure will get a one-time financial assistance of ₹1 lakh.
Self-employment loans up to ₹1 crore with 30% subsidy and 3% interest subsidy will be provided under the Mudhalvarin Kakkum Karangal Scheme.
There will also be skill development training — at ₹15,000 each for at least one person in each family — in the aero and logistic sector, automotive, beauty and wellness, construction, capital goods manufacturing, IT-ITEs management, health care and tourism and hospitality sectors.
